Having a bias for action is one of the main ingredients for success.

Napoleon Hill once observed that successful people make decisions quickly, once all the needed information is available, but they change their minds very slowly (if ever).

Unsuccessful people take a long time to make a decision and they change it again and again.

Sounds like a boss I once had . . .:)
