		<description>I think maybe its wrong. But on other hand what does it matter? There are people scamming individuals out of 100,000 at a single time. ( trust me i know, i worked at a huge firm that did just that, clients who sent in 100,000  50,000 of it went to the firm, ect ect). So really, if you could makes someones life better, regardless on whether they are dying, or a drug addict, or just need money. Does it really matter? The point is, IF YOU GIVE SOMEONE MONEY you should feel good about your self for helping a fellow human. We have lost our way. Humans are all about material / money / greed. This is a problem that can never be solved. Why? because as much as you inform people about if they are being scammed or not, there are people that wont hear you.  I would rather the &quot;bum/scammer/whatever&quot; scam 100,000 people for a dollar AND BE HAPPY WITH HIS LIFE( and also give those 100,000 people a little piece of happiness knowing they helped &quot;someone in need&quot;) Rather then him sell drugs, rob steal murder pillage, or work at a firm that steals $100,000 from people.</description>

		<description>While I don&#039;t think that all panhandlers are scam artists (many are folks with mental illnesses that make it impossible for them to simply put on a suit and interview for a job), I think these are great tips that you offer and are probably a better solution than simply handing out cash.  Very thoughtful ideas!</description>

		<description>My favorite was a lady near my sophomore/junior year dorm. She walked up and down the block saying she was pregnant and needed money for care. In the 15 months I saw her I never saw a bump. 

That said I have worked something out with people who approach for actual work. In my last city it wasn&#039;t unusual for men to walk around with a shovel after a snowstorm to create extra income for their families. In the winter my roommates and I kept a few bucks around the house and instant cocoa in the pantry for these situations. 

I give time/money to organizations that I think are doing good work and will pay someone to do specific tasks. Otherwise my dollars are for me.</description>

This issue isn&#039;t just limited to countries like the U.S.  I have encountered panhandlers many times when I was overseas and I haven&#039;t always been clear about how to handle the situation.  My heart breaks for those in need, but I don&#039;t want to perpetuate problems like you have brought to light.

		<description>We also need to think about when we go away to a poorer nation on vacation. Many times the panhandlers there are kids who should be in school. Giving them anything, whether it is money, candy, or whatever, will encourage them to stay out of school.</description>
